What Happened at the Children's Center of Lockhart?

Chatelain’s pursuit of justice began in 2022 when law enforcement informed him that his child had been assaulted at the facility. The investigation revealed that a 13-year-old had inappropriate access to young children within the daycare. Reports indicate that there were multiple instances of sexual assault that took place under the supervision of daycare staff, yet they failed to take action to protect the children. The neglect of proper oversight and the failure to address warning signs allowed these tragic incidents to occur.

Further investigation revealed a troubling history at the Children’s Center of Lockhart. Since 2017, the daycare has accumulated over 65 reported deficiencies, and its license was eventually revoked in January 2023.

Fighting for Stronger Child Safety Laws

In the wake of this tragedy, Chatelain is now advocating for mandatory video monitoring systems in all Texas childcare facilities. Currently, Texas Health and Human Services does not require daycare centers to have cameras, leaving parents without a crucial tool to monitor their children’s safety.

"If there's a daycare out there that doesn't have cameras for you to be able to log in and see what's going on with your child, you need to ask yourself why?" Chatelain stated. His mission aims to prevent other families from enduring the same devastating experience.
